I'm making a protected fill-in form that I'm using the header as a "how to
use this fill-in form" instructional section. Is it possible to make the
header visible without allowing it to print?

If your users have the view option turned on to view hidden text, you can
format things as hidden (it is a font formatting). I would suggest putting
the suggestions in a borderless text box that floats rather than in a header
since headers are repeated on each page.
