Protect Filling in Forms and allow track changes

I have a policy template and I need to protect the header so no one changes
the fields. So, I added a continuous page break and protect it using the
Filling in Forms section.

The downside is this method does not allow users to track changes. Is there
a way to allow 2 types of editing in a document???

Any suggestions would be greatly appreciated!!!!

Ignore my other response. In Word 2007, you can insert a Rich Text Content
Control in the header, insert whatever information there you need (including
nesting other content controls inside it), and set its properties to
"Content control cannot be edited" and "Content control cannot be deleted".

This will allow unlimited editing, including Track Changes, in the rest of
the document.

The one thing that's missing compared to forms protection is that these
property settings can't be password protected; anyone could turn them off
and change the header. In other words, this is a measure to prevent
accidental changes, not deliberate ones. With some macro programming you
could probably do something about that.
