Your computer's User's Guide or the support website of the
manufacturer of your computer can provide information as
to how to reinstall Windows XP from the hidden partition.

i have recently installed from a dos prompt using the i386 folder on the
hard drive but you need to know the location. if you start with a windows 98
start up floppy and without cd rom support you can switch to the directory
where the i386 (winxp files) folder is, eg "cd c:\<i386>" and then if you
type "c:\i386\winnt.exe" set up will begin without the need for a cd rom.
(i'm not sure if the syntax in my dos commands is exactly right but it's
something like that. i had to play around with commands until it worked).
like i say, you need to switch to the directory where the i386 folder is
stored but i'm not sure how you would do it from a hidden recovery
partition.
don't confuse the i386 folder in the windows folder, it's not the same
thing.
