There is no direct access to DOS in Windows XP because it is not built on
DOS.
You can open a Command Prompt - see this in the Help and Support
You could also reboot your system with a DOS boot disk.

If you do boot your system with a DOS boot disk, you will NOT be able to
see/read/write any HDD that was formatted with NTFS!
