Can I Delete These Folders?

There were two folders created on the C drive during my upgrade from XP to
Vista. The two folders are named $INPLACE.~TR and $WINDOWS.~Q. Can I
delete them? Is there any reason to keep them?

Yes, you can delete them. If you don't feel comfortable deleting them
outright, fire up the Disk Cleanup utility (click Start and type Disk),
select the Files discarded by Windows upgrade item, and then click OK.
