Can I create common IE links and favorites in XP Pro?

I am assistant to our sys admin. We are in the process of upgrading to new
PCs running XP Pro.

My problem is that on the older machines we had a common list of links in IE
for pages everyone needed to access. Since every user has a different
Favorites folder created when they log on for the first time, is there some
way to make the common links we need a part of every newuser without having
to load them by hand?

I tried putting the links into the Favorites folder under All Users, but
this did not seem to work.

I am only starting to get up to speed on XP since we were not uing it before.

Did you try adding them under under 'default user'?
