Can I create an exact duplicate account

Is there a means of creating a duplicate account whereby 'USER2' will
have exactly the same settings and programs automatically booting as
'USER1' without having to install those programs separately as and when
they are required??

create a new user. it's automatic.
control panel>user accounts

short answer: No, not really.

long answer: yeah, you can do it if you're proficient w/ regedit. but it's
not for the faint of heart, and not easily described (well it can be, but
there are lots of pitfalls to avoid that would take a bit of experience to
navigate around.)

best bet: just bite the bullet and set up each account as you go.
