switching users

We have xp home set up with several family members. Some have restricted
accounts, others not.

Q1. If we switch users, do the prior user(s) programs continue to run?
Like, if user1 has email open, and then we switch to user2, does user1's
email continute to send/receive email in the background?

Q2. Have installed BounceBack, a Seagate backup program that backs up to a
hard drive. Problem is, when the time for the scheduled backup arrives, and
if a restricted user is logged in, it won't back up. Anyway to fix/override
that problem?

Q1. Yes, if you switch users without the first user logging off.

Q2. How about asking Seagate technical support for help with their product?
