Can I attach a dwt page that has frames?

My previous question To Use Dwt in Website received no responses.
I did more testing with attaching dwts in webpages and found I run into
problem only when I try to attach a frames dwt to a webpage.
My goal is to make all my webpages has a head frame and a body frame, so
when a viewer of the webpage slides the scrollbar up and down to view the
content of the body the header will remain at the same place. For achieving
the goal I made a template page having two frames, a header frame, where I
inserted a header picture, and a body frame. When I was making an area within
the body frame into an editable area, I was prompted to save the new page as
a dwt page. That reminds me that each frame in a frames page actually
contains a separate page.
I could attach signal page dwts into webpages, but I can't attach frames dwts.

The error message is "the dwt cannot be attached because it does not have an
editable area" when there are accutally editable areas in the frames dwt.

Can anyone tell me how to take advantages of using dwt when I design a
website having multiple frames in each page?

Use a DWT for the main pages. The Frameset page, and the Contents page will
not change, so they do not need a DWT made for them.

If the entire main page is going to be an editable region, you probably do
not need a DWT at all.

DWTs are really useful where each page have a mixture of fixed content and
editable content - non-framed pages that have header, footer and navigation
are a good example.

As a beginner with little experience, I am greatly benefited by a little
chat with a master. DWT is a thing I am just experimenting with. Your answer
confirms what I wasn't sure of and saves me lots of time.
