can I add OE to the tray next to start?

I had WinMe prior to WinXp. I could add programs to that little area to the
right of the start button on my desktop by dragging. If it ever was on my
desktop, I may have gotton rid of it. Can I get it back to my desktop so I
can add it to that tray area?
 
Start/All Programs.
Find what you want on the Desktop.
Right click it
Click "Send To"
Click Desktop
You can drag from the Desktop to Quick Launch bar.
 
Rightclick the desk, New, Shortcut. Put in the command

%systemdrive%\Program Files\Outlook Express\msimn.exe

Name it and finish.

Drag the icon onto the start button, or rightclick it, Properties, to 'pin
it' to the start menu.

There is also a new utility in sp2, at start/all Programs, at the top, for
"Set Program Access and Defaults"
