can anyone tell me how to fix my problem

my system's hourglass keeps coming up when there is no
program running. I dont know how to make that stop. can
someone help
 
Install xp cd,boot to cd,recovery,press enter for password,
at cmd screen type:CHKDSK C: /R When thru,type:EXIT
