can an english presentation be translated to chinese

I am making a presentation which will be addressing both an english and a
chinese (mandarin) audience and would like to know if it is possible while
using powerpoint to include the chinese characters as well as the english on
the slides. Is there a program that I can use that will make the translation
for me?

Yes it is, but how you go about it depends on the version of PowerPoint and
Windows you have. Versions from PPT2000 on, I believe, include the ability to
install Far East language support. This adds Chinese/Japanese/Korean (CJK)
fonts and software needed to all PPT to display CJK text.

It doesn't include the Input Method Editor (IME) needed to ENTER text in those
languages though. As I understand it, that's an operating system feature; you
have to install or enable it in Windows. It may only be available in Windows
2000 and XP; I'm not certain.

If you don't have access to an IME, you may be able to get someone else to
provide the text in Chinese so you can paste it into PPT after you've set the
font to a Chinese font. I've been able to enter Japanese into even PPT97 this
way.
Is there a program that I can use that will make the translation
for me?

If it's any good at all, it'll be hideously expensive and the results will
still need editing by a fluent or native speaker to make it sound right.

I'd try to find a native speaker to do the translation and data entry for you.
