Camera Question

This question fit in both photos and video, so instead of fighting over
it, I decided to put it in general. I am in canada, so remember any pricing
posted will be Canadian dollars.
I am looking to buy a Camcorder with Still Picture capabilities, and
anywhere from 3.0 megapixels up. I do not wnat to spend more than $500 CDN,
plus tax. I do not want a VHS recording camera so you can scratch that out. I
want it to have a light/flash so that I don't always need lighting to use the
camera. I do not have a preference on how it connects to the computer
(through USB, momory card, etc.).
If it has Digital Effects in it, that would be a bonus. I want a moderate
zoom on it, so that I can zoom in and not lose quality, but I don't need the
top zoom. And most importantly, I want it to have an LCD screen on it. Most
cameras come with that now anyway so its not asking much for an LCD screen.
If anyone can point me in the direction of a good camera with atleast
the specs above, that would be amazing! Thank you in advance.
