Calling all networking Gurus...

Ok here is the deal. First I have a cable connection that is always on. About a month ago some programs lost the ablity to connect to the net. The latest is with my NAV, as the Live update can find the connection, but the activation part cant. Niether can my MSI live Update program. Also a recently got on a Starcraft kick and it cant find the connectin either. I cant ping ANYTHING under command prompt! IE works fine though. NAV and McAffe say no viruses, but I am beginning to wonder. Up until XP I would have just backed up my good stuff, and formatted the drive. Start All over again with a clean install. Now with this "you have installed more than 10 times on this product key.." crap those plans have gone flying out a 100th floor window!(no Pun intended, unless Billogotchi was right behind it!)
WHAT DO I DO NOW????
 
Now I cant get outlook to send anything! It receives but cant send! WTF????
