I'm guessing that you're using Windows XP, in which case go to this
website - http://www.pagehosting.co.uk/rf/ and download RefreshForce. This
freeware app allows you to set any refresh rate for any resolution that your
hardware can handle. I have been using it for ages now and it works a treat.
