Calendar view without changing time?

Is there a way for a XP User logon to have access to at least view a
calendar but not be able to change the time? I've found instructions on
how to give the User logon permission to do both, since they seem to
come together, but it would be nice if they could not change the time,
but still have the modern day luxery of actually being able to look at
a calendar on a PC screen (imagine how useful that could be!).
