Calendar show's all day as busy with or wtihout appoitments set

Outook 2003 - I have a user who's calendar days have him set as busy, with or
without an apt. or meetting set. Everyday, all day is set and showing as
busy. The free/busy shows this as well. All meetings and apt. booked show
as a conflict because of this. How do you reset his days to show as free
unless he actually has a meetting or apt. set?

does he have an all day event set that is marked busy?

did you try starting outlook with the /cleanfreebusy switch?

No, no all day events are set. Its like by default his days are
automatically set to busy instead of free until a meeting or apt is booked.
Yes, I have tried most switches, including reset profile, nothing has worked
so far.
Any other ideas I could try?
