Here is the scenario:

I have Windows 2000 DCs and Servers with 100 Windows 2000 CALs. I am
planning to include new server running Windows Server 2003 R2 that will act
as file and print server. My question is do I need to purchase Windows
Server 2003 Device CAL or it will use existing Windows 2000 CALs?

As you may know there are many nuances and variables when talking
about Windows licensing options, so I may be wrong, but for what I
gathered so far If you don't have some ongoing contract in place with
Microsoft (e.g. EA Enterprise Agreement) that covers CALs (and CALs
upgrades) for every PC you have in your organization, then you have to
purchase new CALs for Server 2003.
