Cached Exchange Mode

Outlook 2003 client and Exchange Server 2003 (SBS 2003)
In Cached Exchange Mode, the Exchange Server store will
synchronize with the Offline store when connected, and,
new emails created offline will be sent.

If the client receives an email directly from a POP3
server, NOT through the Exchange Server store, will the
received message be syncronized with the Exchange Server
store - Is the synchronization one way, or both ways

Is any change made to either copy captured by both?

If the message ends up in the Exchange mailbox, it will be synced to the
cache.
Is any change made to either copy captured by both?

It's all part of the mailbox, so yes.
