Cached Exchange Mode On but not working

We have exchange 2000 and I have Outlook 2003 on my PC. We went over
the 16GB Exchange limit and Exchange crashed. We restored from Tape
(Veritas Backup Exec). Now my cached exchange mode doesn't work. The
cached exchange mode checkbox is selected, but it's not really on.
SPAM dosn't go into the junk folder; I get a outlook message that says
cached exchange mode needs to be enabled. On the lower right hand
corner of my outlook window, it just says 'online' It used to say
connected and whether or not a folder was up to date.

I tried turning exchange mode off, opening outlook, closing outlook,
turning cached exchange mode on again. That didn't help. I closed
outlook and renamed my ost file, then opened outlook. Outlook did not
try to create a now OST.

Any ideas as how to get cached exchange mode working again.

Are you referring to a new User Profile in windows 2000? I haven't
tried that. It's a pain because I have so many setting that need to be
redone. Is there a tool that will migrate many of my settings over to
a new profile?
