Cached Exchange Mode in Outlook 2003/Win XP

I have a newly formatted computer with Windows XP and Office 03. When I try
to configure Outlook for an Exchange account (by going to Control Panel/Mail,
not from within Outlook), the Cached Exchange Mode box is checked, I enter
the server and username, click next, and then rather than setting up the
account properly it tells me that all data will be removed from the server to
a .pst file on the local computer. It says to change this I have to go to
Tools, Email Accounts, and change the default delivery location, but since
there's no other account set up on the computer I can't do this, either. If
I go to Data Options through the Contol Panel/Mail option and try to delete
the .pst file it says I can't delete the default.

All of our other computers are Windows 2000 and have automatically
configured the Exchange accounts perfectly, so I'm not sure if it's an XP
conflict or if there's something else going on. Do I have to set up a dummy
account first?

Any suggestions or ideas?

Have you tried setting up a new profile instead of reconfiguring an existing
profile.
