cache is pissing me off

Hey guys, I'm having a lot of trouble with cache lately.
When I upload a page to my site and refresh in browser, the page displayed
is from cache. Even if I press ctrl+F5 it still loads the cached page.
If I go into my temp internet files folder and delete everything except
cookies (this site doesn't use cookies so that can't be related) and then I
try to refresh the page, a file is placed in cache that is what was cached.
In otherwords, an old version of that page keeps showing up no matter what.
If I delete the file from cache, close the browser then open it up again and
try it works fine.

This shouldn't be.
I've specified in the settingsto use 100MB of space and earlier today before
I deleted files, there were over 50k files and almost 700MB of them. If I
specified only 100MB why is it going over the limit, and why aren't pages
using cache when I delete them from it?

IE Tools>Internet Options>General>TIF>Settings>Check for newer versions of
stored pages> ...

It's set to automatically but it was still doing it when I had it set on
every visit even.

Chances are good that an upstream proxy server is the problem. Try
capitalizing a part of the URL and see if the result differs. You can
easily spy on what your computer is getting from the Internet using
www.fiddlertool.com
