c0000135 error

I have a Dell Inspiron 1100 laptop. I downloaded
Microsoft SP2 and rebooted my computer, as requested.
When the computer loads up now, it gets to the "Windows
XP" screen with the black background, and then I get a
blue screen with the following error on it:

STOP: c0000135 {Unable To Locate Component}
This application has failed to start because winsrv was
not found. Re-installing the application may fix this
problem.

I am running XP Home and don't know what to do. I have
tried starting windows in Safe Mode but I get to the same
error screen, no matter what I try. Please advise on what
to do, so I can avoid having to reformat the whole hard-
drive. Thank you.
