c:\windows\system32\config\system error

HI,
i can't boot winxp now This file is missing:
c:\windows\system32\config\system
I tried to do the procedure

copy c:\windows\system32\config\system c:\windows\tmp\system.bak

etc...

But i get "Cannot copy the file".

What can i do?
