When I attempt to change the name of this folder I'm alerted that it is
a system folder and can not be renamed or removed. How can I change the
name of this folder?

if you are renaming a users profile
1. login as an admin users... admin machines or domain account.
2. and works... rename after a reboot of your system or just don't log into
that user prior to renaming... Some system files will lock and this is why
you cant rename.

Why do you want to rename?
If it is because that user no longer uses the computer and you want someone
else to use it, it is easier to create a new profile and then copy data from
old to new profile:

You will need to log in the new profile at least once before you can copy
the data over.
Once you are sure the new profile is functioning properly, you can safely
delete the old profile from "User Accounts" in the "Control Panel".

Here's the deal. The Doc/Settings folder contains user folders for
Administrator, Guest, and the one I want to rename. No folder for "Al"
However when I log onto Windows there's two user accounts; Al and
Guest and none there for the one I want to rename. I always log into
thru Al.

Or is that 2 seperate issues?
 
In this case, "To protect the innocent", you need to perform a Repair
Installation.
This gets rid of any garbage from the previous owner whether known or
unknown, and it removes any private data the previous owner may have had:

As the message says, you can't.

The user profile folders (C:\Documents and Settings\Username)
_cannot_ be renamed, even if the associated user account has been.
So, your best course of action would be to log on using the built-in
Administrator account, create a new user account, with the username
desired. You can then delete the old user account(s).

With a second-hand computer, especially if acquired from a stranger
but perhaps even if acquired from a family member or friend, your wisest
course of action would probably be to format the hard drives and start
fresh. You don't want to get in trouble because the original owner may
have filled the hard drive with kiddie porn, or have problems because
the original owner downloaded/installed viruses or other malware.
