By Golly, I am totally stumped with this one... HELP!

Hi there everyone, I have a very very interesting problem, which is sure to be, in the words of steve jobs, Not a bug, but a feature! but turning it off is the problem

Okay, When i go to use the apostrophy button on the keyboard (between the enter and ; keys), instead of displaying the character on the keyboard, it awaits input from another key so as to produce accents on particular vowels, i.e é, í, ó, ú. When I try to use the quotation mark, it displays the following ä, ë, ï, ö, ü.

Since I don't use these characters nearly enough, and I use my quotation and apostrophie symbols all the time, i need to turn this off, but have no idea how! Can someone help

Check your regional/localization settings from Control Panel.
