problem with keyboard

ok, with every keyboard i use (ive tried many different ones) all have the
same problem, so im positive that its not the keyboards fault, it must have
something to do with the languages setting or something of the like, any
ways, a few keys do not respond when i hit them, they respond the second time
i strike them, for example, when i want to use the quotation marks (") i need
to strike the quotation key (SHIFT+quotation key) twice for the quotations to
appear, if i want an apostrophie i need to strike the key twice. how can i
help this?

Hmm... Sounds like, and this is JUST a guess, you have it set to use
international English language settings? If you press the ' and then the e
do you get é for instance? If this is the case and you do not want to keep
it that way then reverse this:
