Strange quotation mark behaviour

I'm using XP Home with SP2 on my laptop (Acer Aspire 2010) and whenever i
type quotation marks, they don't appear until i type the next character. and
if this character happens to be a vowel , rather than, say, "u, I end up with
ü.

I am assuming this is some sort of special character shortcut setting, but I
cannot find how to turn it off.

Can anyone help?

Can anyone help?

Make sure you've set the correct language in Regional and Language
Options in Control Panel.

Yes, that's correct. You're using the US-International keyboard
layout, which is provided to facilitate typing special characters
like ä. This can be turned off in Control Panel | Regional and
Language Options | Languages | Details | Settings.
