buttons look "smudged"

I have a computer running windows 2000 professional. many, but not all buttons have a "smudged look on them. example: when i open internet explorer, or word, or any other application, the minimize, maximize and close buttons have black smudges through them. same with the start button. also scroll buttons in some but not all applications are smudged. everything else is fine. no system problems, all critical updates and security patches installed, can't find anything else wrong
i appreciate any help.

Display settings may be exceeding the designed specs of
the video card. Try shifting color to a less "intense"
palette, e.g., from 32-bit to 24-bit color. Or the wrong
video driver is being used.
 
Sounds like a corrupted font. There was another thread("Corrupt System
Buttons! Any clues?" ) that was having "button" problems and ended up
reextracting the fonts from the CD.

I suffered this after replacing my CRT monitor with an LCD. The cure was
to increase the number of pixels in Control Panel > Display > Settings.
