When I have got internet explorer loaded up, then I goto Tools then to
Internet Options I get a error box:

With title: Restrictions
And text: This operation has been cancelled due to restrictions in effect on
this computer. Please contact your system administrator.
Then a box with OK.

I am signed in as Administrator but cant seem to gain access to this, Any
ideas???

Your administrator is not only empowered to make these changes, but is
also supposed to figure out what to do. That's the intention of "please
contact your system administrator". That's a cop-out by whomever wrote
the error message since it means they didn't have to explain it.

You don't say what you were trying to do. Something with the Internet
Security Options, which with you admin ID you *should* be able to
change, has to be changed. IE didn't change it for you. And that's
good. You have to.

hard to say with the information you provide to say what's needed.

If you have Spybot installed, make sure the option to lock the IE control
panel is not turned on. If that is not the cause see this page:
