Opening hyperlinks in Outlook

Up until a few days ago I had no problem opening hyperlinks in my e mails.
Now when I click on a link, I get a message saying, "This operation has been
canceled due to restrictions in effect on this computer. Please contact your
system administrator." Outlook is the only place where I am no longer allowed
to use links. I am the only user and signed in as administrator.
Any help on how to change this setting would be greatly appreciated.

I have these notes about that issue:

Open Internet Explorer, Tools, Internet Options, Programs tab. Choose Reset
Web Settings. Click OK and close the dialog. Then, from Start/Run, type
this command and press Enter: regsvr32 /i shdocvw.dll

If nothing helps, inspect the htmlfile and http associations in the
registry, as per KB310049:

OL2002: Error Message: This Operation Has Been Cancelled Due to Restrictions
in Effect on this Computer:
http://support.microsoft.com/default.aspx?scid=310049

If that doesn't help, please post in the Outlook newsgroup where the Outlook
experts are:

microsoft.public.outlook.general
