Business Tools Menu Item missing

I keep having to remove the BCM since the BCM tools always goes missing. I
would like to use it but nothing has worked I have read all helps. I am sorry
if this is a double post but my eyes are seeing double. Can some one please
help?
 
Open Microsoft Office 2003 with Business Contact Manager | Go to help | Go to
About Business Contact Manager for Outlook | Look for a button reading
Disabled items click on it and if BCM is listed just enable it. Follow any
other on screen directions and popups. This worked wonderfully for me in fact
in in the last two years this is the first successful time. Even the
MSSQLServer Desktop Engine is working.
