burning a cd-rw

How do you burn data to a CD-RW, bring it back up, make
changes, and save again. We are trying to be able to use
the cd as a floppy disc but get "Read Only" when we
retrieve the data.

You can't do this with the XP native CD burner. You need a package that
allows you to format the CDRW for Packet writing, such as Nero or Roxio
 
There are several versions of RW discs out there. The
type you have may not allow you to rewrite over the data.
The only alternative is to save the data with a different
file name but that would waste a lot of disk space.
 
As mentioned already you will need third party software to do this. XP's
built in software treats a CD-R/W just as it does a CD-R with the one
exception that you can erase the CD-R/W. You can't selectively delete files
and you can't incrementally change files like you can on a floppy or hard
drive unless you install packet writing software. Common packet writing
software includes Drag to Disk (formerly Direct CD) InCD, DLA . Both InCD
and DLA are stand alone products. Drag to Disk is always bundled with Easy
CD/DVD Creator 6

You have to get one of the third party 'packet writing' packages, like
Direct CD or InCD. The inbuilt burning does not work that way. See my
