bug? - Message subject reverts to old subject when name changes on a resend

I noticed what appears to be an outlook bug:

When I resend an old message and change the subject (eg resend last
week's status report and change the subject to this week's date), this
new subject line reverts to the old when I change a recipient. Is
this a known bug? If not, how can it be reported?

Steps to reproduce (Outlook 2002, with "use MS word to edit messages"
checked):

1) open an old sent message
2) choose actions -> resend from the menu
3) change the subject line
4) type in a new recipient
5) wait for outlook to autocorrect the recipient to a name in the
exchange address book

result: notice that the subject changes back to how it was before step
3

it shouldn't be happening but because of outlook 2002's age and support
status, it wont be fixed.

Are you using Actions, Resend or another method to resend it?

I'm using Actions, Resend (see step 2 in my "steps to reproduce").

Does this behavior occur in the Outlook 2003/2007 (which still have
mainstream support)?
