Bug locking computer in XP?

Anyone know if there is a fix to this? I hold down the "Windows key" and
hit L to lock my computer and
windows help says that only administrators can log in however I recently
created an account for my friend to
use while here (a limited account) and his account can still logiin when
I"ve locked the computer.
I verified he was not admin by mistake by going into user manager and he
can't change other users info so I know he's
not somehow mistatkenly marked as an admin.

I'm running Windows XP SP2 and am at the latest updates as of this writing.
AMD Athlon XP 1800+ processor with 768MB RAM.

Anyone know if there is a fix to this?

No idea what is going on there, here are 10 pages of free programs if
you want to try another way.
