Bubble with message when i loggon in system tray

Bubble with message when i loggon in system tray and stays open a long time,
using win XP can i stop the bubble opening
 
OK. In some cases, the Balloon tip would be very much valid (a notification saying a third-party driver has caused instability to Windows.. etc). In such cases, troubleshooting the application would be a wise task, rather than just disabling Balloon tip. That's the reason I asked about the message.
