BSOD on windows xp startup

Hey guys!

A friend of mine at work is running windows xp home, and has come accross a
bit of a problem - he ran one of those spyware cleaner thingys, which
prompted him to delete a load of stuff, and being a relative novice, deleted
the lot. However, now when he boots his PC, he gets a nasty BSOD, and is
unable to boot, even in safe mode:

STOP: C000021a (Fatal System Error) The windows logon process system process
terminated unexpectedly with a status of 0xC0000005 (0x00000000 0x00000000)
The system has been shut down.

I have googled this, and have come up with nothing! Apparently it wont let
him re-install windows either - any way of fixing this without a complete
format?

Any help would be appreciated - if this is in the right place!!

Thanks
