windows won't boot

while trying to boot winxp home. I get the following error:

stop: c000021a {fatal system error}
the session manager initialization system process terminated unexpectedly
with a status of 0xc0000263 (0x00000000 0x00000000). the system will shut
down.

I can't even boot in safe mode. I did try "last known good configaration"
but this did not help. any help will be apprcateded
