I have a Win2000 server domain controller with 20 clients,
a mixture of win98 and win95 PCs. When a client clicks
network neighborhood no clients are displayed and they get
an unable to browse network error. Sometimes it will work
and sometimes it won't. You can always do a search and
find any PC on the network in either case. Any idea on
how to get Network Neighborhood to work all the time?

First: your server is fully patched, right?
How many nics in the server? You have WINS installed? (w9x needs it)
Post an ipconfig/all from a client.
They are logging in the domain, right?
