Browser Windows don't Open Fully

Recently, when I try to open new windows from within a
site, the new window pops up, but it doesn't expand. Only
the title bar is visible. Does anyone know how to fix this?
 
The title bar is a small window. Stretch that window out to the desired
size- don't use maximize.
Close other IE windows. Close that window last.
