Browser windows do not completely appear

I am running XP and lately when I open my Internet
Explorer - and try to click on a link to go else where -
all that happens is that an "outline" of the new window
appears but never completes - I can still see the
original window underneath the outline. I am unable to
go anywhere on the net - any suggestions would be greatly
appreciated.

Use BHO Demon to check what BHOs (browser helper objects) you have added to
IE.

Use msconfig.exe to disable all startup programs, reboot, and retest.

Inspect the processes listed in Task Manager and check if anything other
than iexplore.exe gets loaded when you run IE.
