Browser problems

Have just got new PC and broadband up-and-running! however when i try to open new browser window eg when in webmail and i try to open a new message, window that normally opens up, just freezes - never actually opens, although you can shut it down again! cannot open any new windows by either clicking on File + new window, clicking on hyperlink etc
please help
