Brouser will not open

Every few days I have to reinstall Explorer. It will be
ok and then all of a sudden it will not open form a link
or a short cut. I have a pop up stopper could that be the
problem? After I reinstall it will run ok for a day or so.

Tools/Internet Options/General tab
Under Temporary Internet Files, Delete files, Check the box "Delete all off
line content
return by clicking, OK, OK.

If still no joy then check for parasites.
