Broadband modem interaction with Windows XP

Hi

This one is for a friend who has Broadband which never worked well from day
one and has now packed up completely.

She has a Broadband external modem (the ISP's) and the Broadband light is
out so apparently, the line is not synchronised.

But what I want to know is...

Could a bad setting in the computer be causing this or does the unlit light
on a modem prior to the computer necessarily mean that the fault is on the
line.

In other words, should the Broadband light lit up no matter what the
settings on the computer if the broadband signal is reaching the modem?

For sure 2 lights show,4 if connected,the 5th light shows use,which blinks
off and on as its used,if you download a file,the 5th goes solid.If the modem
has 2 connections,plug + usb,keep plug connected and add usb,you'll find on
at xp start "found new hardware" wizard comes on and installs the drivers for
modem...You can also open cmd,type:netsh Winsock reset XP renews internet
connection settings.
