Brand new Dell - already infected?

Would someone please comment on microsoft's KB article which addresses this
issue? (http://support.microsoft.com/default.aspx?scid=kb;en-us;875351 ).
This article seems to acknowldge a problem with DEP. Now that I disabled it
for IE, it is not displaying any signs of malware (i.e. slow speed or any
strange behavior). In fact, the download speed is quite impressive for
dialup. Thanks. Bryan.
