bootvis: idle period during bootup

My fresh install of WinXP pro takes 40+ secs to bootup
I installed bootvis to trace bootup delays, but
no process takes more than a couple of seconds.
Though, half way thru the boot process there's no
activity shown. What does that mean? CPU is idle, no
drive initiation, no disk write or reads.
