Bootlog not written on failed boot

I have bootlogging turned on for XP Pro. But for the problem below nothing
is written to the bootlog at all??? Could this be a pointer to what the
problem is? How else can I diagnose it?

I have posted the following information below in another post but it is
reposted here for convenience - it has more details about the error and also
my system specs:

Sometimes when I start my computer it loads up to the screen with the
scrolling blue bars but then will freeze and reboot (I took of
auto-rebooting and wrote the error message down).
It did not have a .sys file or anything associated with it, just says

STOP 0x0000007E (0xC0000005, 0x00000000, 0xF8954384, 0xF8954080)
-------------------------------

Also sometimes when I shut down or restart the computer will reboot, on
restarting it says to send an error message to Microsoft and the details
are:

BCCode : c2 BCP1 : 00000007 BCP2 : 00000CD4 BCP3 : 142B0606
BCP4 : E163E4A0 OSVer : 5_1_2600 SP : 2_0 Product : 256_1

Error code 000000c2, parameter1 00000007, parameter2 00000cd4, parameter3
142b0606, parameter4 e163e4a0.

I did a dumpchk on the minidump file which reports the following:

C:\WINDOWS\Minidump>dumpchk Mini110404-01.dmp

I also enabled boot logging and can post the boot log results for a normal
boot (I have not yet had a faulty boot with the boot log enabled.

I have removed the qttask from startup in msconfig and the ATIHotkeyPoller
and ATISmart something task from msconfig

System specs are:
[Note - I realise that the Video drivers and BIOS are out of date - the 4.10
catalysts are out and the recommended BIOS for my motherboard is 3.80 (3.A0
is the latest). I don't really want to upgrade if I don't have to as
basically the computer is really stable apart from those two things (games,
3dmark tests etc all fine)

One other thing I notice is that - if the red light on the back of my wheel
mouse optical turns on at the scrolling bars point of boot (where windows
can reboot), then I know the computer will boot fine. It always reboots
without having turned that light on. I have changed the mouse from a
previous mouse where it was doing the same thing and changed the drivers
from the default Windows XP mouse drivers to Intellipoint 4.1 which came
with this wheel mouse optical.
