booting xpe on usb stick

Does XP sp2 have every thing need to create a bootable usb stick?

You must install FP2007.

Does the M-Systems (now Sandisk) uDoc format and run in anything but Fat16?
I have tried and failed with Fat32 and NTFS. Anyone else get it to run in
anything but Fat16?
