My computer Had gone to a blue error screen.

I restarted computer and now when computer boots up the I only have my
wallpaper up. No desk top Icons and no toolbar.

Help. I can't find a way to get to system restore.

Does Ctrl+Esc bring up the Start Menu?

What happens with Ctrl+Alt+Delete?

Do ctrl-shift-esc. Does this bring up task manager. If so click on New
Task, type in explorer. Does the taskbar appear and desktop icons?

ctrl-shift-esc brings up task manager. I type in explorer the task bar
appears then disappears.

Restart the computer, as the BIOS splash screen disappears repeatedly tap
the F8 key to bring up the Advanced Options menu. Highlight Safe mode with
networking. Press enter. Login to your account. At the command line type
this to run system restore:
c:\windows\system32\restore\rstrui.exe

From the resulting GUI restore to a date when the system was working.

Argh...that should have been Safe Mode with Command Prompt, not Networking.
