System Restore Error

hey, please help me, i recently restored my computer to help get rid of an
error.
Well when it booted up, it went to log screen just fine, i typed in password
and it went to desktop, my wallpaper appeared. Then the restore notification
popped up, i clicked ok. my toolbar flashed once at bottom of screen then
went away. there are no Icons, no anything yet i can move my mouse, i let it
be for a while, its been 5 hours and still no activity whatsoever, just the
same screen with wallpaper and mouse.
PLEASE HELP. Ishan

Press Ctrl+Alt+Delete to bring up the Windows Task Manager.
Click on the Shut Down item on the menu bar and choose the Restart
option.

Press Ctrl+Alt+Delete to bring up the Windows Task Manager.

Hey, thank you but, it didnt solve my problem, however i did find out i am
able to run any program i can search for with the "New Task" button, however
i am not able to restart, only to turn off.
